Ranchi, August 19: Now there will be executive directors (EDs) in Coal India Limited under functional director.
An office memo issued from the policy cell of personnel division of CIL on August 17 giving the selection process and job specification informed this. As many as 14 EDs will be selected.
It will be a post of E-9 grade. Those who have two years experience of working in E-8 grade in any discipline will be eligible for selection. The selection board will comprise chairman, director (personnel), functional director of the concerned group and one more functional director besides an expert from outside. Board members will be nominated by CIL chairman.
Except ED (internal audit) and ED (coordination) who will report directly to the chairman, all EDs will concern functional directors, ED (safety and rescue), ED (corporate affairs), and ED (application), ED (material and contract). ED (engineering and equipment), ED (environment and security) will report to director (technical), ED (IICM), ED (personnel), ED (medical services), ED (community development) will report to director (personnel). ED (finance) will report to director finance, ED (marketing and logistics) will report to Director (marketing).
ED (safety and rescue) would be responsible for jobs relating to safety and rescue services of CIL and its subsidiaries. The primary purpose of the role is to achieve safety standards and to create a culture of safe working.
ED (IICM) would be overall in charge of the operation of Indian Institute of Coal Management in Ranchi. It will also be responsible for any other HR related initiatives as assigned time to time. ED (corporate affairs) would be responsible jobs relating to corporate planning and technical services. ED (internal audit) would be responsible for jobs relating to monitoring internal financial control mechanisms in CIL and its subsidiaries for averting risks.
ED (coordination) would function as a bridge between chairman and CMDs of the subsidiary companies, functional directors of subsidiary companies, functional directors of CIL for implementation of directives, fulfillment of objectives set by the top management. This post would also act as a link between CIL and ministry of Coal, other government departments and state governments as well. Additionally the incumbent would coordinate between various directorates to ensure smooth functioning in absence of a chairman.
Similarly roles of other EDs have been fixed.
The development took place in pursuance of the directions of 405th CIL board meeting held on June 12 this year and 231st and 232nd functional directors meeting on June 19, 2020 and June 27, 2020 respectively.
