Sr. Manager (M&S/RS), South Eastern Coalfields Limited (SECL) has issued a notice informing all the Road mode consumers who are having FSAs under Linkage Auction for supply of coal from SECL that, in line with the directives received from CIL earlier, the Road mode consumers would be offered coal of lower grade from Primary source and coal from Secondary/tertiary source from SECL with a view to liquidate the pendency.

The following is the list of coal offered from different sources:

1. Supply of coal of lower grade from Primary Sources:

Consumers whose DOs are pending for issuance against Primary Sources, present grade of supply and booking month as mentioned hereunder may apply for supply of offered lower grade coal from the respective primary source itself.

The aforementioned dispensations would be optional as per the directives of CIL.

2. Supply of coal from Secondary Sources:

Consumers whose DOs are pending for issuance against Primary Sources, present grade of supply and booking month and where the respective Secondary Source as per the FSA is as mentioned here under, may apply for supply of coal offered from respective Secondary Sources.

This dispensation would be governed by the relevant provisions of FSA regarding supply of coal from Secondary Source. Accordingly, the quantity from Secondary Source not accepted by Purchaser would be reckoned as deemed delivered quantity.

3. Supply of coal from Tertiary Source:

Consumers whose DOs are pending for issuance against Primary Sources, present grade of supply and booking month and where the respective Secondary Source as per FSA is as mentioned here under, may apply for supply of coal from respective Tertiary Source.

The aforementioned dispensations would be optional as per the directives of CIL.

SECL added that consumers who have already made their bookings and are willing to procure coal under this dispensation would have to submit the acceptance for the same within seven working days of the issuance of the notice. The booking of coal under above dispensation would be deemed as acceptance of the same for booking month October '20 onwards.

SECL also added that the premier percentage would remain unchanged and such dispensation would be without any change in ACQ/ normative requirement.
