Discussion Paper entailing key terms & conditions of the auction process has been prepared which discusses about the Mines and Minerals (Development and Regulation) Act, 1957 (“MMDR Act, 1957”) and the Coal Mines (Special Provisions) Act, 2015 (“CM(SP) Act, 2015”) and the Rules made thereunder provide enabling provisions for auction of coal mines for sale of coal (commercial mining). As per recent amendment in the Foreign Direct Investment (FDI) policy, for sale of coal, 100% FDI is allowed under automatic route for coal mining activities including associated processing infrastructure.
